Move beaker from Misc to Decentralized web

`beaker` is by the very definition a decentralized browser, so should belong to the Decentralized web category.

Also add note on `beaker` using `DAT` and that `beaker` can be used to _create_ web applications, not just run them in a decentralized manner.
